Frederick and Tamara had rented in Bloomington, MN for two years, but they still did not feel at home. The 400-unit complex was cramped and had no place for kids to play. Not only was the neighborhood not friendly to families, but they felt the management was not invested in their lives and did not appreciate their efforts to always be good renters.
